Past Issues:

1990’s:  

  • Glynn County Board of Commissioners (BOC) approves replacing beach bungalows and single family homes with condominiums between the lighthouse and the Coast Guard station

Early 2000’s: 

  • BOC considers approving condominium construction on East Beach, north of the lighthouse, and approving high-rise beach development as found in Panama City Beach. 

    • This is thwarted by island protests and demands to become a municipality. 

    • In 2005, to stop demands for becoming a municipality, the BOC creates the Island Planning Commission with the power to stop preliminary plats of proposed developments which do not meet local ordinances.

      • These IPC powers are later removed by the commissioners in 2018.

  •  BOC approves rezoning of almost 2000 acres of Saint Simons Island to “PD”. 

    • No time limit is placed on the development of these properties.

    • This allows for the building of condominiums, multi family homes, and highly dense single family subdivisions over most of the undeveloped parts of the island. 

    • Obvious traffic congestion problems will by caused as this property is developed.

 

2010 – 2017:

  • 2010:  Board of Commissioners (BOC) cuts the islands' representation on the board in half,          replacing the islands' representation from two of seven members to only one member representing the islands.

  • BOC approves development in mid island of smaller and smaller lots.

    • Result is that traffic problems are created in both the mid and northern parts of the island.

  • 2012:  A referendum is held regarding creating an island municipality

    • Those on the island (roughly 1/5 of the county population) vote in favor.

    • Those on the mainland vote (roughly 4/5 of the county population) vote against.

    • The referendum is defeated by votes on the mainland.

  • BOC approves a large multi-family development on Demere Rd.

    • One BOC member from that time states that this development was approved by the BOC because "it would create jobs, and we all believed it was important to create jobs.”

    • Because of delays, Glynn County must pay for cost over-runs for a turn lane into this development

  • The Dollar General:

    • A year long fight goes on regarding the potential development of a Dollar General in mid-island.

    • The island population is up in arms about this potential development. 

    • Disagreeing with the BOC, the Island Planning Commission denies the development, . 

    • The county is sued by the Dollar General developer

    • The county wins the case in court. 

    • Eventually, the Land Trust purchases the property in question.

    • One recent member of the BOC states publicly that he still thinks that the Dollar General should have been built on that site. 

  • The Flash Foods:

    • A similar fight between the BOC and the island population, represented by the Island Planning Commission (IPC) occurs regarding building a Flash Foods convenience store / gas station across the street from where the Dollar General was proposed.  

    • The county is sued by the Flash Foods developer, and again the county wins the case in court. 

  • BOC and County attitude about IPC denials;

    • The county attorney states that he does not think that the county has the legal right to deny developments (as they did in the Dollar General and Flash Foods cases), despite the county winning both court cases.

    • Glynn County Commissioners state that they do not want to engage in lawsuits brought on by the Island Planning Commission decisions.

  • BOC approves building permits for a subdivision which does not have sufficient water and sewer capacity to allow such a development. 

    • This results in lawsuits from the developer and forces the joint water and sewer authority to re-pipe a section of the island.

For island residents to control island development, our Ga. State Senate and House Representatives will need to present and pass a bill at the state level, subject to our later vote, creating an island municipality.

 

Not until they do this can we vote on whether or not we are willing to take on this responsibility.
